- The ACTION Council of Monterey County was created in 1994 to address unmet need of low-income residents as a result of welfare reform. Since that time we have evolved into a hub for social innovation, incubation, and cross-sector collaboration in the Monterey Bay Region. Our mission is to empower people and transform communities. We accomplish this mission by incubating leaders, incubating innovative ideas, incubating emerging organizations, and incubating collaborative community action. This role presupposes a strong commitment to educate and inform funding agencies, public policy makers and the community on issues that impact the region and to initiate needed change. We have partnered with both public and private agencies to successfully produce systems change, and we are actively invited to take a leadership role in planning for and implementing such transformation.
