    • EMV LIABILITY SHIFT 9 weeks away EMV Mandate A mandate from the networks to comply with their specific OPERATING RULES, WITH NON-COMPLIANCE RESULTING IN POTENTIAL FINES. The Networks have mandated the processing of chip card transactions to POS and ATM acquirers and sub processors. EMV Liability Shift The liability shift is if an acquirer is not supporting EMV, they will assume the loss for counterfeit/ fraudulent transactions. If the acquirer is EMV compliant, liability remains with the issuer. If your ATM is not EMV compliant the liability for the counterfeit transaction comes back to you the ATM owner. The bank will no longer be responsible for the loss to the card holder, YOU the ATM owner will be held responsible. If a counterfeit-fraudulent transaction happens at your ATM that is EMV compliant the liability lies with the issuer. MasterCard liability shift is October 2016 VISA liability shift is October 2017 40% of all U.S. debit cards issued will be EMV by the end of 2015. 70% of all U.S. credit cards issued will be EMV by the end of 2015.
