- Lower Phalen Creek Project is a non-profit organization working to strengthen Saint Paul, Minnesotas East Side and Lowertown communities by developing and maximizing the value of local parks and trails, ecological and cultural resources and connections to the Mississippi River. Our efforts focus on:*Maximizing the value of the Bruce Vento Nature Sanctuary as an ecological, cultural and educational resource and vibrant community asset.*Promoting use of the Bruce Vento Regional Trail system and securing key connections between parks and the areas where people live, work and access transit. *Improving the water quality and ecological health of our communities through raingardens and other sustainability initiatives.
